gpt-image cost ignores data_residency uplift and deployment-level output_cost_per_image_token

The OpenAI image-generation cost path takes no data_residency, so the EU uplift is never applied to gpt-image calls.

What Badgr ran

Read the cost code in LiteLLM source at commit 7ff5010 and checked function signatures on CPU. Not run: no billing comparison was made.

litellm/llms/openai/image_generation/cost_calculator.py: cost_calculator takes model, image_response, custom_llm_provider and model_info only.
route_image_generation_cost_calculator takes no data_residency either, while the generic cost path has a data_residency parameter.

Code reading only (not run): calculated and logged charges were not compared.

Checked 2026-10-14 in Badgr’s local development environment.
